Commercial Radio Licensing Update: BAI to issue notifications to invoke fast-track application process

The Contract Awards Committee of the BAI has announced its intention to invoke fast-track application processes for a number of local sound broadcasting services, in accordance with Section 67(3) of the Broadcasting Act 2009.

The fast-track process can be invoked by the Committee when only one expression of interest, from an incumbent sound broadcasting contractor, is received following a call for expressions of interest. Such a call was made by the BAI in July of this year and no additional expressions of interest were made.

The BAI will place notifications of same on its website and in the national press during the week commencing 22nd October 2012. A guide to submissions and a Statement of Intent form will be available for interested parties. The Committee will meet at the end of November to consider any submissions received pursuant to the notifications and determine the next phase in the licensing process for each of the services.

The proposed fast-track licensing processes concern the following franchise areas: –

Connacht Ulster

  • County Mayo: Broad-format, local radio service
  • Galway City and County: Broad-format, local radio service
  • Counties Cavan, Monaghan, Longford and Roscommon and South Leitrim: Two services to be operated under a single contract, as follows:

(1)   Counties Cavan and Monaghan: Broad-format, local radio service

(2)   Counties Longford and Roscommon and South Leitrim: Broad-format, local radio service

Leinster Excluding Dublin City and County

  • Counties Louth and Meath: Broad-format, local radio service
  • County Wicklow: Broad-format, local radio service
  • County Wexford: Broad-format, local radio service

Munster

  • Waterford City and County: Broad-format, local radio service
  • County Clare: Broad-format, local radio service
  • County Tipperary: Broad-format, local radio service

Dublin City and County

  • Dublin City and County: Music-driven service (1): Target Audience 15-34 year olds
  • Dublin City and County: Music driven service (2): Target Audience 25-44 year olds
